It was one of Cooper's most commercially successful albums, reaching No. 1 on the UK Albums Chart and No. 2 on the Billboard 200 in the United States. The album features a mix of hard rock, shock rock, and pop, with songs like "Elected" and "Hello Hooray" displaying a more melodic and playful side of Cooper's music, while tracks like "No More Mr. Nice Guy" and "Billion Dollar Babies" showcase his trademark dark and theatrical style. "Billion Dollar Babies" was produced by Bob Ezrin, who had previously worked with Cooper on the 1971 album "Love It to Death".
